Planing to fish the Clinch this weekend. How has it been fishing and what flies would you recommend?

I would throw #16-18 olive midges on the upper end with a 2-3' drop.
Bottom end of the river; I would swing soft hackles.

I was on the lower river a couple weeks ago during a pulse, and it was quite confounding. Now keep in mind that this time of year fishing is generally more difficult on the Clinch (but my favorite time to be on that water). However, there was absolutely zero activity, and I threw everything I had in my box with no results. Was surrounded by carp (or buffalo) almost everywhere I went, which makes me wonder if the water temps were a little too warm.
I would focus my efforts on the upper river where the temps should be a little more reasonable.

I went above the weir both Saturday and Monday. It was decent until around 9am
The only thing I could get them to eat were red #22 midges. I also put my canoe in at 61 and paddled up behind the jail. More of a fact finding mission at that point, but like chem said, carp and more carp. They were nosing around in the gravel so I tried throwing a pheasant tail at them. I couldn't buy a carp!

I fished yesterday above the weir and down at the church.
Caught fish in both spots but not many.
There were tons of tiny black caddis in the trees down by the church but none hatching.
Sometimes large nighttime hatches of caddis can slow down daytime fishing (see "Henry's Fork").
High sun can also put the bite off.
If it's a sunny day I'd fish the deepest water I could find or fish early/late.
As far as how the fishing CAN be: I've landed quite a few 18"+ fish in the past couple months, all in one top-secret public access area.
Also- Yesterday TVA wasn't supposed to run generators til 6, they turned on 2 at 4:30.

Thanks for all the input. I ended up fishing sat and sun morning. Sat morning was great. I caught 10 fish, mostly rainbows with a coupe large brookies mixed in. I was catching them on size 18 olive wd40 or hotspot (brown with orange spot). It seemed whenever the sun came out from behind the clouds I would get a bite. I got a nice 19 inch rainbow on a red san juan worm right as the water was going down.
Sunday was a different story. We got up a little late and the parking lot at millers island was already full at 630. Tried to fish anyway and we got 3 or 4 then got tired of crowds and went up to the weir dam. It was tough fishing up there but we managed a couple small rainbows.
All in all a nice weekend on the Clinch.
