With the warmer weather have the fish become more active or is the fishing still pretty slow?

From all the reports the fishing is still pretty slow. But that is about to change!!!!

Soon we'll be dancing dry flies on the stream!!

I hope things improve dramatically today. The sun is out bright and hopefully warming up the water temps. I don't think we'll hit the magic 50 deg. mark though. I've got my shirt pocket flyboxes ready with dry flies and a few nymphs (just in case!) and went ahead and nailknotted a new dry fly leader on the superfine. It will be nice to get back to small stream fishing with minimized gear and eager trout willing to play tag!

The greatest thing about early spring fishing is that once that water temperature reaches the magical number, the mayflies start their metamorphosis. They cannot not stop it! So, even if we have a cold snap after the bugs start hatching, the hatches will continue!

The best fishing day, after the hatches have started, will be a cold, overcast day. The adult mayflies will be slow to dry their wings and fly off the surface of the water. They will be sitting ducks for winter hungry trout.

So, fear not, fly fishers! :D We may have more cold weather in store, but it will still be good fishing if we can get the water warm now.

is it legal to build a fire on the river bottom to warm the water?

I'm not sure legality is your foremost problem with that idea! But...I like it! lol

All hail Paula - she just made my night a little better with that reminder. Spring might not be here yet, but it's closer than it was two months ago! :)
