Fishpond windwalker style pack

I have the High Country pack. I started to get one of the fishpond flotant holders to go on my chestpack, but I noticed these elastic loops.....my flotant bottle fits perfect in them. Does anyone know what these loops are for, Im seriously thinking flotant holders.....
