I am using Devcon 30 min clear epoxy. I do let it cure for 2-3 days even after it feels dry. I don't know how it will last on soft foam poppers like these. They would probably crack if squeezed too...

You can also tie it using a marabou plume instead of a hackle feather. If you fish ponds for largemouth bass, it might even work better. The marabou undulates as the fly is just sitting on the water....
