My son and I stayed at the Jacob's Creek Campground in the Cherokee National Forest a little over a year ago, and it was pretty nice. It's on the lake a little ways above the dam but it's not a bad drive to get to the tailwater. You might want to check with them to make sure they haven't cut off the water to the bath houses already before you go. I thought they shut things down for the winter sometime between now and mid-November, but didn't see anything listed on the website:
