Grannyknot, you may have hit on an excellent opportunity to generate additional revenue. Close a bunch of free access roads and add more fee-based backcountry sites enroute to trout streams, waterfalls and more.
A somewhat serious question: Although the law prohibits closing US 441, if all affected agencies were to agree to do so, could TN 73 between Elkmont and the "Wye" legally be closed to powered vehicles? The new, nice, wide trail could be maintained by volunteers and the cost of completely removing future landslides could be averted. Townsend, Walland and Wear Valley could benefit as they would be an even more popular destination for out of town Cades Cove visitors.
