That does NOT qualify as a dropper fly. Park regulations clearly state that a dropper is permitted but the two flies must be a minimum of 12 inches apart. Further is generally better if you are trying to avoid snagging fish.
I think this is why we no longer see mountain fishing reports from Breck
If it's not articulated and at least 6 inches long he won't throw it
