Chad,
I think you are on the wrong river if you are talking about the chilhowie dam. The best way to get to Tellico, is from 411, or 75, and just take 68 all the way until you are actually in tellico plains. Then you simply turn onto the skyway, and into the Cherokee National Forest.

As far as where to start goes, I personally never fish below the Bald River Falls. I kow alot of people do, and they do stock the lower section of Tellico heavily in the spring, but I find your get a nice mix of stockers, holdovers, and natives if you fish above the falls. And of course you cannot forget the North and Bald river. I prefer the North as to the Bald, simply because it is more accessable, and of course it has a decent popluation of brookies if you go up high enough.
