A clump of white maribou with some crystal flash for the tail. Wrap tinsel silver side out up the hook to the eye. Wrap red thread for the head (about 1/8 the hook shank length).

That's it for the tie. It takes about 5 minutes to tie it if one is being careful.
I catch bass, bluegill and crappie on these, especially when they are chasing bait fish up agains the shore or stick ups.
