fly lines, flies, herrons, geese, ducks, turtles, fish , boats & other items can carry contaminants as well that go from one body of water to another, banning felt, as mentionedis possibly a step toward prevention, a small one.
In this society, it's hard to protect anything because people don't think they should have to clean their gear
