Yeah, I think this would definitely be a dicey situation with wading fisherman in the water. I know I have dragged my boat several hundred yards more than I should have to try and pass fisherman.

I guess this type of incident would fall under Reckless Operation in legal terms:

    CITE: http://www.tn.gov/twra/boatingregs.html
    Reckless Operation

Reckless operation of a vessel, water skies or similar device is one of the most serious offenses in Tennessee boating law. Violations are punishable by a fine of $2500 and six months in jail. Additionally, the Coast Guard may impose a civil penalty of up to $5,000 and imprisonment of one year. Reckless operation is defined as any act which endangers life, limb or property.
    Examples of reckless operation are:

    • Operating a vessel in swimming areas.
    • Riding on seatbacks, gunwales, transoms or pedestal seats while above an idle speed.
    • Excessive speed in crowded areas, dangerous areas or during restricted visibility.
    • Operating an overloaded vessel.
    • Towing a skier in a crowded area where a fallen skier is likely to be hit by other vessels or towing in areas where the skier is likely to strike an obstacle.
    • Using a personal watercraft to jump the immediate wake of another vessel.
Also; we need to note this law as well...
    Obstructing Navigation

    It is illegal to:

    • Operate any vessel in such a way that it will interfere unnecessarily with the safe navigation of other vessels.
    • Anchor a vessel in the traveled portion of a river or channel that will prevent or interfere with any other vessel passing through the same area.
    • Moor or attach a vessel to a buoy (other than a mooring buoy), beacon, light, or any other navigational aid placed on public waters by proper authorities.
    • Move, displace, tamper with, damage, or destroy any navigational aid.
    • Obstruct a pier, wharf, boat ramp, or access to any facility.

I witnessed this guy first hand and it was certainly reckless. I couldn't believe my eyes!

He was zipping in and out of wade fisherman like he was doing a dual slalom race. He got up above the Island and did a few donuts and came back thru us again.

He would have gotten into law trouble if if had been seen by an official for sure!

Get his boat registration or pull your camera out and take a picture of him and the boat as they go by you! Simple proof is all you need, and turn it in to TWRA.
I am a great admirer of spectator sports, especially on television; it keeps the riffraff off the trout streams.

To be honest, I was was in shock and didn't think about photographing his boat until he was long gone.

Trust me, in the future if I see something like that again I'll be sure to get a pic.
