I was wondering if there was any rod (brand/weight) that could handle smallmouth-moderatly big poppers and buggers-and a rod that I could use on a tailwater-not for selective trout but maybe nymphing and terrestrial patters. I was thinking that a moderate flex 6wt might be good, but I have NO experience w/ flyrods. Any help would be greatly appreciated!

IMO, a good medium sized river to tailwater smallie/trout rod would be a 9'6"-10' fast action 5wt. I've got a 10ft TFO Pro 5wt that has plenty of backbone for bigger flies and a 250 grain sink tip. Plus it will cast the tiny stuff for delicate presentations. Check into rods over 9ft for that extra umph.
