Default Clinch River Spawners

A question for you out there....

I have seen the TWRA reports that identify 4 potential spawning areas on the clinch. However, I have heard that part of the reason that spawning trout have been unsuccessful is because of the dramatic release schedules of TVA. I am curious since the drought this summer has limited the generation, and the clinch is running a more friendly schedule. Does anybody out there believe there is any possibility of a successful spawning class this winter?
