WRN--I'm not aware of any study, but I've been familiar with the stream for decades. It has been in a long, slow state of decline, and that began well before the droughts of 2007 and 2008. A good friend of mine and fishing buddy who lives in Robbinsville, Marty Maxwell, says the stream is at best a pale shadow of what it was in the 1960s and 1970s. Other than acid rain and Anakeesta rock leaching, I have no theories. It is, however, something more than just drought. Jim Casada

That is fairly mis-leading.....a good portion of the stream lies solely in North Carolina, including most of the headwater tributaries. Only the "border portion" may be fished with either license.

As far as using a Tennessee liscense anywhere in Joyce Kilmer....I don't know where you got that information, as most of the streams are in Graham County, NC and follow the NCWRC wild trout regulations.

Grannyknot--I'm glad you posted this correction. I was 99 percent sure the license was not reciprocal for the entire drainage, but I didn't want to take time to go to the NCWRC regulations to check and be sure. Instead, I just shook my head in doubt and let it pass. Jim Casada

I am glad that you posted the regulations for those that were questioning. I would hate to hear that someone got a big fat ticket due to an instance where poor information was given on a board.
