ataching photos

I'm still confused. Is there a way of attaching photos without using photo bucket? I read the FAQs and it said I can do so. When I tried by composing the thread and clicking on the icon for inserting an image, it requested an URL. At the bottom there is a window that says I may NOT post an attachment. My message editor interface says I have enhanced interface full WYSIWYG. What am I doing wrong?
