A friend of mine was planning on heading to the Caney tomorrow to do some wading with a friend. I saw on TWRA's site that the Caney is in a constant generation of 250 CFS until further notice. Is this too high to wade? Or are all the main wading access points still ok?

No problem at all. It's just enough to give a little flow to the river and help somewhat with the water temps.

You are aware that they are generating between 9-10 am I assume. That is not wadeable.
