Carp

I have been on the holston by cherokee dam a few times in the past week and have seen massive carp rolling on top of the water in the current, not at the rivers edge. I tried throwing an assortment of wooly buggers and large nymphs along with some dries at them, but they showed no intrest. Does anyone have any suggestions to try next time I see this happening? I would like to go down there and target these big boys a couple of afternoons a week since the generation schedules are accomidating recently. Any advice is welcome!

when ever im fishing for carp that are fooling around on the surface and nothing seems to work i'll throw out a size 16-14 Griffiths Gnat
