I have to agree with No Hackle. In addition to a longer leader, I will go to a lighter tippet. Takes a bit of patience and practice to cast a real long leader.
The Hiwassee picks up as the rising water washes insects, nymphs, etc. out of the rocks, etc. Falling water will cause the fish to move to deeper spots during low water conditions...supposedly easier...
