tailwater fishing

I heard at one time that fishing on a tailwater improves when the water level starts dropping after generation stops. Can anyone confirm or disprove (or disagree with) this statement?

It will improve with both a rising and falling flow. When the flow changes it causes bugs to be displaced and thus will cause a flurry in feeding.

The Hiwassee picks up as the rising water washes insects, nymphs, etc. out of the rocks, etc. Falling water will cause the fish to move to deeper spots during low water conditions...supposedly easier to find as the target areas are smaller. Best time to fish tailwaters is when you have the time or take the time.
